« Le destin croisé et la vie mouvementée des collections d’affiches et de livres de la bibliothèque de Chaumont ont débuté en 1906 par le legs de Gustave Dutailly à la ville de Chaumont. Gustave Dutailly était un ancien conseiller général et député du département de la Haute-Marne, porté à l’Assemblée nationale à trois reprises en 1881,1885 et 1898 sur une liste radicale d’extrême gauche. »
